At least 15 cats have gone missing in Blackburn in the latest spate of thefts.
The practice of 'baiting', in which dogs are set on a defenceless cat, gives the dog a bloodlust and encourages it to fight to kill.
Sarah Bailey, whose cat Rocky was stolen in Blackburn last month, said: 'He's part of the family. He's such a lovely cat, but he's completely disappeared.
