A colleague just described his hotel room as not big enough to swing a cat. My immediate thought was not the size of the room but why would you want to swing a cat anyway. This would be very cruel. The most probable explanation is related to the cat-o-nine tails the punishment meted out to sailors in the days of sail. Basically the man would have to be taken on deck to administer the punishment...not only to show the crew the severity of the punishment but because there wasn't enough room to swing the 'cat' below deck.
